The California FAIR Plan (CSFairPlan) is a last-resort insurance option for homeowners in high-risk areas who can’t find traditional coverage. Many Los Angeles residents rely on it due to wildfire risk and limited availability of standard policies.

At Onsite Pro Restoration, we help FAIR Plan policyholders understand their coverage and file claims for water, fire, and mold damage.

What Is the California FAIR Plan?

The FAIR Plan was created to provide basic fire insurance when other companies won’t issue a policy. While it covers some perils, it has limitations compared to full-service insurers like State Farm or Allstate.

  • Designed for high-risk properties (wildfire zones, older homes, etc.)

  • Offers essential fire coverage

  •  Often requires supplemental insurance for water or liability protection

Does CSFairPlan Cover Water Damage?

  • FAIR Plan policies are primarily fire-focused. Standard FAIR Plan does not automatically include water damage coverage. However, depending on your policy and endorsements, some sudden water events may be covered.

Tip: Many homeowners pair FAIR Plan with a “Difference in Conditions (DIC)” policy to get protection against water damage.

Fire Damage Protection Under CSFairPlan Policies

Fire is the cornerstone of FAIR Plan coverage. Policies typically include:

  • Fire and smoke damage cleanup

  • Wildfire damage to homes and structures

  • Rebuilding costs within coverage limits

FAIR Plan has coverage caps — many policies max out at $1.5 million.

Mold Damage Coverage With CSFairPlan

Mold is rarely covered under FAIR Plan unless caused by a covered peril (like fire-related water damage). Even then, limits are strict.

  • Limited mold remediation after fire/water loss

  • No coverage for long-term or maintenance-related mold

  • Optional endorsements may extend protection

It’s a named-peril policy primarily for fire-related risks (including wildfire) and certain allied perils. It generally does not include personal liability, theft, water damage, or many “convenience” coverages unless separately arranged.
Yes. A “Difference-in-Conditions” (DIC) or companion homeowners policy fills gaps—adding liability, theft, water damage, ALE (loss of use), and other coverages the FAIR Plan doesn’t provide.
It’s designed for properties that can’t obtain standard insurance (often due to wildfire exposure). Apply through a licensed broker/agent; the property must be habitable and meet safety standards. An inspection is common.
Typically no. Those are added by pairing the FAIR Plan with a DIC/companion policy so you’re protected beyond fire-centric risks.
